Supplier of Goods or Services only issue debit note with GST in specified situations
One Debit Note for multiple tax invoices and multiple debit notes for one tax invoice is permissible
Debit Note should be financial year-wise i.e. one debit note cannot cover tax invoices in multiple financial years.
Financial debit notes without GST implications can be issued as per normal business practices.
Following situations debit note to be issued
Taxable value or tax charged is found to be less than the actual amount.
Time limit of Declaration of Debit in GST Return
In the return for the month in which such debit note was issued.

Recipient can issue debit note without GST
Time Limit :
Debit note in respect of invoice can be raised even after 30th November following end of financial year to which invoice pertains.
Input Tax Credit on basis of debit note if with GST - There is no time limit for issuing such debit note. ITC can be taken even if issued in subsequent year/s.
Name, address and GSTIN of the supplier
Nature of the Document
A consecutive serial number (not exceeding 16 characters), unique for a financial year
Date of issue of the document
Name, address and GSTIN or UIN, if registered, of the recipient
Name and address of the recipient and address of delivery (if recipient is unregistered)
Serial number and date of the corresponding tax invoice or bill of supply
Value of taxable supply, rate of tax and amount of tax debited to the recipient
Signature or digital signature of the supplier or his authorized representative
The debit note shall mention 'INPUT TAX CREDIT NOT ADMISSIBLE' where it is issued for tax

Detention, seizure and release of goods
Confiscation of goods
